Description
The Norfolk Airport Authority is soliciting proposals from qualified firms to provide Virginia-certified unarmed security guards and patrol services at Norfolk International Airport. Services include continuous or scheduled coverage at terminal service and delivery areas, employee parking, parking garages, rental car return, curbside areas, and concourse exit doors; ID and vehicle inspections; traffic and parking control; motorized patrols; customer assistance; reporting of suspicious activity; and special-duty or emergency staffing when requested. The contractor must provide relief staffing, an on-site supervisor, a 24/7 on-call supervisor or operations office, daily activity logs, and quarterly training reports. Personnel must comply with Transportation Security Administration and airport regulations, be eligible for SIDA badges, complete required security training, and hold applicable Virginia certifications. The proposal must address staffing, training, compliance documentation, reporting, pricing, qualifications, references, organizational capacity, and conflicts of interest. The contract term is three years, with options for up to two additional one-year extensions.
