Description

Rockland County is soliciting proposals for a provider to operate the Rockland Works comprehensive, affiliate, and virtual One-Stop career centers and deliver federally funded Workforce Innovation and Opportunity Act Title I services to adults, dislocated workers, and youth. The provider will manage physical and virtual operations, workforce and employment services, career planning, training referrals, employer services, higher-education connections, community access, outreach, referrals, workshops, and youth-program elements. Responsibilities include maintaining an accessible, ADA-compliant physical center, developing a virtual career center, coordinating partners, using New York State's One-Stop Operating System, and providing monthly, quarterly, and annual performance and fiscal reports. The contract is a cost-reimbursement arrangement with an estimated budget of $600,000 to $700,000 for the January 1, 2027, through December 31, 2027, initial period, with up to two consecutive one-year extensions based on performance and funding availability. Proposals must include a narrative, budget, organizational chart, financial statements, insurance documentation, conflict-of-interest disclosure, and the specified completed forms and attachments. The narrative is limited to 10 pages and must follow the stated formatting requirements.
