Description
The Addison County Regional Planning Commission seeks qualified environmental professionals to implement 2026 U.S. EPA Community-Wide Assessment Brownfields Grant funding. The scope includes project management and grant administration; community outreach and public participation; brownfields inventory, site identification, and prioritization; Phase I and Phase II environmental site assessments; field investigations, sampling, laboratory analysis, QAPPs, contaminant characterization, and risk assessments; cleanup and remedial planning; and reuse, market, and redevelopment planning. The total contractual budget is $450,000. Proposals are limited to 10 single-sided standard pages, excluding a one-page cover letter, one-page table of contents, one-page rate schedule, and up to five resumes of no more than two pages each. The proposal must address business organization, management and project approach, experience and capabilities, regulatory and technical knowledge, key personnel experience, and cost. The selected contractor must provide a current fee schedule fixed for at least 24 months and will be responsible for subcontractor performance.
