Description
Workforce Solutions Greater Dallas is soliciting proposals from qualified organizations to operate its network of nine comprehensive and affiliate workforce centers across Dallas County. The scope includes integrated employer and job-seeker services funded through WIOA Adult, Dislocated Worker, and Rapid Response; RESEA; TANF/Choices; SNAP Employment and Training; Wagner-Peyser employment services; and other available workforce programs. Bidders may propose employer services, job-seeker services, or both. The selected contractor(s) will provide multi-site workforce-center management, outreach, intake, eligibility determination, assessment, case management, counseling, career planning, referrals, training coordination, employer engagement, job-order development, candidate screening and matching, hiring-event support, labor-market intelligence, rapid-response services, follow-up, performance reporting, and fiscal and administrative management. Proposals must address transition and implementation, staffing and succession, WorkInTexas integration, cybersecurity and data governance, dashboards and supplemental performance metrics, financial controls, past performance, audits and monitoring, and customer-journey design. Required proposal materials include narrative and budget submissions, organizational and fiscal documentation, references, certifications, financial and audit records, organizational charts, job descriptions and resumes, and cybersecurity documentation. The anticipated contract is cost reimbursement, with a one-year initial period and up to three additional one-year extensions; full contract operations are expected to begin January 4, 2027.
