Description
The State of Vermont, through the Department of Vermont Health Access, is seeking one or more independent CPA firms to perform annual programmatic and financial audits of Vermont Health Connect, the state's health insurance exchange. The work must comply with 45 CFR Part 155, applicable attestation standards of the American Institute of Certified Public Accountants, and Government Auditing Standards. The audits must address financial reporting under GAAP, compliance with federal exchange requirements, eligibility and enrollment controls, improper or incorrect eligibility determinations, advance premium tax credits and cost-sharing reductions, privacy and security safeguards, quality-rating data, and related exchange processes. Deliverables include a Financial Statement Audit Report and a Programmatic Compliance Audit Report each contract year. Proposals must include a cover letter, technical response, price schedule, references, signed Certificate of Compliance, and any applicable redacted technical response.
