Description
The New Hampshire Department of Health and Human Services is conducting a Request for Information to gather vendor capabilities, recommendations, implementation strategies, and industry practices for the long-term evolution of the New England Child Support Enforcement System (NECSES). The system supports child support case management, enforcement, collections, financial processing, federal reporting, business workflows, and numerous integrations, and currently relies substantially on Java, Oracle Forms, Oracle Reports, and Oracle Database technologies. Respondents may address assessment and modernization strategies such as incremental component replacement, automated code conversion, refactoring, low-code or no-code platforms, API-first and event-driven architectures, commercial off-the-shelf or SaaS solutions, hybrid-cloud approaches, and full replacement. Responses should discuss continuity of operations, federal certification, security and privacy requirements including FedRAMP and IRS Publication 1075, Section 508 and WCAG 2.2 AA accessibility, integration and interoperability, reporting and pixel-perfect document outputs, testing and delivery practices, knowledge transfer, workforce readiness, governance, licensing, risks, timelines, and relevant experience. This RFI is for market research and planning only and is not intended to result in a contract or vendor agreement.
