Description
The San Diego Metropolitan Transit System is seeking a qualified contractor to provide comprehensive background and reference investigations for prospective employees and contractors or vendors with access to sensitive information. Required services include application and résumé review, identity and Social Security number verification, national and county criminal records searches, federal district court and domestic records searches, employment and professional reference verification, education and professional license or credential verification, registered sex-offender searches, and workers’ compensation claim-history searches. As-needed services include consumer credit report gathering, consultation and guidance, and civil records searches. The contractor must provide a secure online platform for submitting requests, tracking status, and accessing reports; support urgent and high-volume screening requests; maintain reports for at least seven years; comply with applicable federal and California consumer-reporting and employment-screening laws; and protect personally identifiable information. Proposals must include a technical proposal, separate Excel cost proposal covering all ten years, required MTS forms, references for at least three current or past contracts performed within the past five years, audited financial statements, proof of insurability, and other specified appendices. Electronic submission through the agency’s online bid portal is required, with the proposal and cost proposal uploaded as separate PDF and Excel files, respectively.
