Description
Workforce Solutions Borderplex is soliciting proposals for an integrated Industry and Workforce Support Services model covering strategic industry support, field-based employer outreach, employer operations support, and integrated workforce-system coordination. The contractor will conduct employer and industry research and outreach, onsite visits, hiring and recruitment support, job-development activities, workforce pipeline and apprenticeship initiatives, employer referrals, closed-loop coordination with workforce partners, documentation, reporting, performance tracking, and support for workforce transitions such as layoffs and closures. The selected contractor must propose staffing, geographic coverage, continuity plans, qualifications, workflows, reporting methods, and a cost structure for the full integrated scope. Initial funding is anticipated to be up to $300,000 for an initial 8–12-month period, with up to three additional one-year renewals and a maximum total term of 48 months. The contractor may subcontract activities, but primary functions must be performed by the contractor and any subcontracting must be disclosed. Proposal evaluation emphasizes organizational experience, approach, staffing capacity, workforce-system knowledge, coordination and reporting, and cost/value. Newly provided solicitation attachments add required certifications concerning Texas state assessments, franchise taxes, nondiscrimination and equal opportunity, undocumented workers, lobbying/debarment/suspension and drug-free workplace requirements, conflict of interest, and tax information, as well as a vendor reference form and insurance documentation requirements.
