Description
The City of Morgantown is soliciting a contractor to abate asbestos-containing building materials and demolish the structures at 539, 549, and 563 Pennsylvania Avenue, including foundations, floor slabs, footings, detached structures where applicable, concrete walkways, stairs, railings, and other specified site improvements. The work includes legal disposal of demolition debris, utility termination, required permits, erosion and sediment control, regrading, seeding, and mulching. The contractor must remove all identified asbestos-containing materials before demolition and comply with West Virginia asbestos regulations, OSHA requirements, and EPA NESHAP requirements. The solicitation identifies asbestos-containing flooring, siding, window glazing, plaster, and roof flashing across the properties, with quantities documented in the attached surveys. An optional add alternate covers careful deconstruction, salvage, packaging, and delivery of specified materials from 563 Pennsylvania Avenue for potential reuse. Bidders must hold a current West Virginia contractor's license, maintain active SAM.gov registration, and submit the required bid security and checklist documents. The project is funded in whole or in part through ARPA State and Local Fiscal Recovery Funds and includes applicable federal compliance requirements.
