Description
The State of Maryland Department of Budget and Management, Office of Personnel Services and Benefits, is soliciting proposals for two functional areas: a fully insured Dental Health Maintenance Organization and a self-funded Dental Preferred Provider Organization. Offerors may propose for one or both areas, with separate complete proposals required for each. The selected contractor(s) will administer dental benefits for approximately 123,600 enrolled members, including claims processing and payment, eligibility administration, customer service, provider-network development and maintenance, member communications, reporting, compliance, data exchange, HIPAA safeguards, and implementation support. Requirements include a broad national provider network for the DPPO, online and mobile member access, live and automated customer service, identification cards, plan documents, performance reporting, open-enrollment support, benefit fairs, and coordination with the State and its consultants. The contract is an indefinite-quantity contract with fixed unit prices, with up to three awards for the DHMO functional area and one award for the DPPO functional area. The stated coverage period is January 1, 2028, through December 31, 2034, preceded by implementation activities beginning before the go-live date.
