Description
The State of West Virginia, through the West Virginia Division of Natural Resources, is seeking a contractor for Phase 2 repairs and replacement of the electrical distribution system at Coopers Rock State Forest. The work includes replacing approximately 2.5 miles of single-phase, 7.2 kV overhead distribution with new wood poles and aluminum conductors; installing pad-mounted transformers; replacing aerial secondary feeds with underground systems; installing secondary panelboards and related electrical equipment; constructing underground conduits, including a bored Interstate 68 crossing connection; and removing or repurposing existing electrical infrastructure after cutover. The scope also includes right-of-way clearing, pole installation and guying, medium- and low-voltage cabling, grounding, fused cutouts, surge arresters, testing, commissioning, coordination of phased outages, restoration of disturbed surfaces, and maintenance of existing service during construction. The contractor must complete the work within 300 days after written notice to proceed and submit required submittals within 15 days after award. A valid 5% bid bond is required with the bid; performance and labor/material payment bonds of 100% of the contract value are required before award. A West Virginia contractor's license and a drug-free workplace affidavit are also required as specified.
