Description
The City of St. Cloud is soliciting proposals for a contractor to design and furnish a custom aerial fireworks display for its Fourth of July celebration. The show must include a grand opening, aerial display, and grand finale; run for at least 22 minutes with no more than five seconds between shots; be musically synchronized; and begin at approximately 9:00 p.m. on July 4, with July 5 identified as the rain date. The contractor must provide all fireworks, equipment, labor, tools, permits, licenses, insurance, and related costs; provide a pyrotechnics superintendent during setup and the event; comply with applicable federal and state requirements and the NFPA Code for the Public Display of Fireworks; obtain the required city permit; and clean display-area debris the following morning. Proposals must describe the quantity, type, and size of shells for each portion of the show and include the firm's qualifications, organizational structure, key personnel, subcontractors, workload, relevant litigation disclosure, proposed approach, at least five similar contracts with client references, pricing, current insurance documentation, and required compliance certifications and forms. Subcontracting requires the City's prior written consent. The solicitation requires electronic submission through the City's procurement portal.
