Description
The Orlando Utilities Commission is soliciting proposals from one or more qualified suppliers to provide as-needed emergency response safety and damage assessment support after hurricanes, tornadoes, and other major natural or man-made disasters. Services include identifying safety hazards; inspecting concrete and wood utility poles, electrical conductors, transformers, switchgear, fuses, and related utility assets; documenting structural, accessibility, flooding, and infrastructure conditions; and supporting OUC’s emergency restoration planning and reporting protocols. Suppliers must provide qualified assessors, severe-weather coordination, properly equipped and logo-marked vehicles, personal protective equipment, communications devices, tablets or laptops, and other necessary resources. The work will occur within OUC’s service territory, including Orange County, portions of Osceola County including St. Cloud, and OUC-owned property, on an as-needed basis during emergency events. Proposers must submit 2027 and 2028 labor and equipment rates using OUC’s Excel price schedule, complete the Bidder Information and Qualification Form in its original Excel format, and provide required technical responses, references, compliance forms, pricing information, and supporting documentation. The solicitation requires demonstrated post-disaster safety assessment experience, OSHA electrical-safety knowledge or training, relevant utility-distribution assessment capability, emergency staffing and equipment resources, and three pre-verified references for comparable projects completed within the past ten years. Insurance is required, including stated minimums of $2,000,000 per occurrence for commercial general liability, $1,000,000 per occurrence for commercial automobile liability, and $1,000,000 per occurrence for workers’ compensation and employer’s liability where applicable.
