Description
The U.S. Army Corps of Engineers, Alaska District, is conducting market research for construction of a new 38,401-square-foot flight simulator facility. The facility is planned to include 12 simulator bays, academic classrooms, briefing rooms, staff offices, equipment-support areas, controlled spaces meeting Intelligence Community Directive 705 standards, and a backup or standby generator. Its telecommunications infrastructure must connect to the Joint Integrated Test and Training Center, and construction must account for active operations, winter conditions, and coordination with adjacent projects. The agency is requesting industry feedback on project delivery and acquisition strategies, including accelerated design-build to budget, construction manager at risk, and progressive design-build under either a Federal Acquisition Regulation-based contract or an Other Transaction Authority agreement. The questionnaire seeks information on design and preconstruction services, construction phasing, schedule acceleration, long-lead materials, secure-space accreditation, controlled unclassified information handling, temporary facilities, cost drivers, bonding capacity, teaming interest, incentives, and recommended evaluation criteria. The questionnaire identifies a target budget of $90 million to $140 million and a five-year period of performance.
