The U.S. Army is conducting market research for a potential Lead System Integrator to procure, integrate, quality-control, kit, package, and distribute Arctic Mobility Sustainment System (AMSS) team and squad configurations. Each system includes an Arctic Transport sled, shelter, heater or emergency heater, and related sustainment and survivability components such as tools, fuel and water cans, cooking equipment, rope, blankets, and detectors. Respondents must describe relevant government integration experience, production capacity, ramp-up time, monthly throughput, procurement strategy, packaging blueprints, warehousing and facility capabilities, logistics and freight consolidation, and risk mitigation. Responses must include a white paper addressing the requested capabilities and a rough-order-of-magnitude estimate for logistics, staging, packaging, freight, and assumed component procurement costs for 2,000 squad kits and 1,000 team kits destined for Joint Base Elmendorf-Richardson, Alaska. Packaging must address MIL-STD-2073-1, ASTM D3951, applicable crate standards, hazardous-material shipping requirements, sharp-component isolation, forklift compatibility, and military marking requirements. The white paper and supplemental information may not exceed 10 combined pages and must be submitted electronically in PDF format using 12-point font and one-inch margins. This is a market-research RFI and not a request for proposals or a commitment to contract.
