Description
The U.S. Air Force is soliciting a firm-fixed-price contract for comprehensive local, domestic long-distance, international long-distance, and toll-free telecommunications services at Joint Base Elmendorf-Richardson. The contractor must provide transmission facilities, equipment, cabling, installation, maintenance, monitoring, troubleshooting, outage restoration, and continuous 24/7/365 service support through the Government demarcation points. The solution must support at least 192 concurrent calls at each of two service addresses, inbound and outbound load balancing, end-to-end quality of service, and 99.999% reliability measured separately at each point of presence. The contractor is responsible for a 90-day transition and cutover period, an Incident Response Plan demonstrating one-hour on-site response for high-priority outages, and an Installation and Cutover Plan. Qualified carriers, field-service organizations, and subcontractors may be used, but the prime contractor remains responsible for end-to-end performance. The revised pricing schedule establishes a three-month cutover period beginning November 30, 2026, followed by a nine-month initial service period beginning March 1, 2027, and four 12-month periods; the solicitation also requires Alaska-resident personnel for contract work performed in Alaska.
