Description
The Town of Woodside is soliciting proposals from qualified California law firms to provide comprehensive municipal legal services and designate a principal attorney to serve as Town Attorney. The scope includes general municipal governance, Town Council and Planning Commission support, open-government and ethics advice, land use and housing, CEQA, code matters, public works and contracting, real property, municipal finance, employment and labor, risk management, claims, litigation oversight, legislative monitoring, training, and coordination with specialized counsel. The selected firm must provide a designated Town Attorney, backup coverage, prompt routine and urgent responses, meeting attendance, transition support from incumbent counsel, and transparent cost management. Proposals must address the firm's qualifications, proposed legal team, relevant California municipal experience, conflicts and professional responsibility disclosures, references, transition plan, training and legislative support, fee structure, and contract exceptions. Appendix A, the Fee Proposal Form, must be completed, and the proposal must confirm the firm's ability to meet anticipated insurance requirements or identify exceptions.
