Description
The City of Edmonds is requesting proposals from qualified individual attorneys, law firms, and public law offices to provide prosecuting attorney services. The scope includes prosecution of criminal misdemeanors and gross misdemeanors, civil and traffic infractions, criminal code enforcement, animal control matters, civil forfeitures, dangerous-dog and impound appeals, and Extreme Risk Protection Order proceedings. The selected provider will also handle discovery, subpoenas, plea offers, victim and witness coordination, case management, court appearances, RALJ appeals, liaison duties with the police department and municipal court, and legal support for law-enforcement operations. The provider must ensure coverage for absences, maintain appropriate administrative support, participate in therapeutic, community, and diversion courts, provide monthly legal updates and training, and submit an annual report to the City Council. Proposed fees or fee structures must be included. Each proposed attorney must be an active member in good standing of the Washington State Bar Association, obtain CJIS certification before accessing criminal justice information, and undergo the required criminal background investigation. Proposals must include attorney resumes, qualifications and experience, responses to the listed questions, compensation structure, and three professional references, all combined into a single PDF.
