Description
The Joint Meeting of Essex and Union Counties is soliciting qualification statements from law firms or individuals to provide general counsel services for its public wastewater utility operations. The scope includes preparation or review of resolutions; representation in litigation, employment and labor matters, condemnations, public procurement, construction and bidding, joint projects, environmental compliance, and contracting; legal advice as needed; attendance at regular, special, emergency, and other required meetings; preparation of legal opinions, memoranda, and monthly counsel reports; and review or preparation of correspondence. Respondents must submit a qualification statement demonstrating professional, administrative, and financial capability. Required information includes an executive summary, executed Letter of Qualification, executed Letter of Intent, organizational and ownership information, affirmative-action compliance information and evidence, years in business and under current management, malpractice judgments and bankruptcy disclosures, applicable licenses, a New Jersey Business Registration Certificate, relevant experience and references, direct and subcontracted services, key-employee resumes, and an understanding of the Joint Meeting’s needs. The submission must be electronically uploaded through the designated procurement portal by the stated deadline; fax, email, and postal submissions are not accepted.
