Description
The U.S. Coast Guard requires inspection, troubleshooting, flushing, repair or replacement, and operational testing of the NR1 and NR2 refrigeration plants aboard CGC Vigilant. The work includes refrigerant and oil recovery, removal and replacement of compressors, condensers, chill-box and freeze-box evaporators, inspection and potential replacement of thermal expansion valves, raw-water cooling hoses, accumulator bladders, valves, piping, and related components, plus deep mechanical flushing and final nitrogen flushing. The contractor must restore insulation and electrical control cabinets, test safety and pressure controls, recharge the systems with compressor oil and R134A refrigerant, perform leak and vacuum-decay testing, and demonstrate complete operation through box-temperature pull-down testing. Personnel handling refrigerant must be AC&R certified for R134A; an authorized Carrier or Bailey contractor is preferred. Government-furnished components include specified compressors, condensers, and evaporators. The requirement is a firm-fixed-price purchase order and a total small-business set-aside. Quotations must include product/service details, a product data sheet, detailed cost breakdown, unit and extended prices, total price, payment terms, prompt-payment discount, UEI, CAGE code, and warranty information.
