Description
The City of Phoenix Water Services Department seeks an on-call contractor to service and repair City-owned production wells, groundwater monitoring wells, leachate collection wells, and related equipment. Work may include diagnostics, new well drilling and installation, maintenance, repairs, parts replacement, pump rebuilding, well cleaning and decontamination, testing and sampling, pumping analysis, tank and compressor maintenance, and well video inspections. The contractor must provide the labor, supervision, tools, equipment, parts, and materials needed; respond to standard service calls on-site within 48 hours and emergency calls within four hours when requested; and provide qualified personnel and appropriate equipment. The agreement has a five-year term with no extension options. Pricing is requested for labor, equipment, service, and miscellaneous work; no total budget or quantity commitment is stated. The offer package requires completed forms and questionnaire responses, including an Offer page, licensing information, references, recycled-products certification, debarment certification, heat-safety compliance, conflict-of-interest disclosure, and pre-award qualifications. Three verifiable professional references are required, with reference questionnaires returned directly to the Procurement Officer by the solicitation deadline. Insurance certificates are due only after notification of a recommended award. Offers are submitted electronically through the City's Procurement Portal; specified original documents, if required, must also be delivered by the deadline.
