Description
The City seeks a full-service partner to operate, maintain, and manage its water distribution and sewage collection systems and associated facilities. The scope includes providing labor and management, covering operating and maintenance expenses, maintaining City-owned facilities and equipment, supporting regulatory compliance, and planning preventive maintenance, corrective repairs, condition assessments, and capital improvements. Respondents must describe their operations and maintenance approach, staffing and transition plans, experience, and proposed agreement; fees are not to be submitted with the proposal. The proposal must include a transmittal letter, responses to required standards and company information and experience, an operations and maintenance plan, a project delivery personnel experience and transition plan, and a draft operations, maintenance, and management agreement. The agreement is expected to provide for a five-year term with one five-year option. The City will evaluate proposals on company experience, the operations and maintenance plan, and personnel experience and transition planning.
