Description
The City seeks a full-service contractor to provide arsenic pretreatment for groundwater from its wellfield. The contractor will be responsible for the complete lifecycle of the system, including engineering and permitting, equipment and facility design and installation, electrical power delivery, controls and SCADA integration, treatment chemicals and media, testing, and startup and commissioning. The system must operate continuously across seasonal flows of 5 to 12 million gallons per day and meet the specified arsenic performance guarantee while remaining compatible with downstream chloramination and drinking-water requirements. The contractor will own, operate, and maintain the system throughout the contract term, supply qualified operators, provide sampling and reporting, and manage all treatment residuals and waste. Proposals must include a site-specific treatment approach, comparable municipal arsenic-treatment experience and references, operating and maintenance plans, implementation schedule, and pricing, including a ten-year price schedule and extension pricing. The initial term is ten years, with two optional five-year extensions.
