Description
The City of Phoenix is establishing a list of qualified rental and leasing companies to provide safe, affordable short-term and long-term rental units in the Phoenix metropolitan area. Housing may include houses, apartments, condominiums, and other dwellings for individuals or families displaced by water main breaks, sewer line disruptions, or other unforeseen events for which the City is liable. Contractors will execute rental agreements with occupants, provide access to the housing, coordinate with restoration contractors, and submit invoices on a weekly or monthly rent cycle. Offerors must demonstrate at least three years of relevant property-management or rental experience within the last five years, key personnel with comparable experience, management of at least three rental properties, and required Arizona real estate licenses and local permits. Responses are evaluated on qualifications and experience, method of approach, and pricing. The contract term is five years with no extension options; pricing is firm and fixed for the initial year, with annual price increases subject to City approval. Responses are limited to 10 pages including resumes and must include a firm rate schedule, references, qualifications, approach, required certifications and forms, and an emergency 24-hour service contact.
