Description
The City seeks a complete, turnkey trailer- or container-mounted reuse pilot system capable of treating wastewater to California Title 22 criteria and producing water that meets applicable U.S. EPA Safe Drinking Water Act maximum contaminant levels. The system must be enclosed, self-contained, transportable between facilities, and designed for outdoor deployment and continuous operation. The treatment train must use multiple treatment barriers and include suitable process equipment, piping, controls, instrumentation, data logging, and residuals handling provisions; residuals-management equipment is an optional priced item. The scope includes system design and fabrication, delivery and installation, startup, commissioning and performance validation, operator training, operating and maintenance documentation, a sampling plan, and at least 24 months of technical support. Bidders must first submit a Letter of Intent with qualifying-criteria documentation, including relevant project experience, technical-team qualifications, references, and evidence of turnkey delivery capability. Only bidders whose Step 1 submissions are approved may submit the Step 2 bid response, which includes technical, design, performance, utility, sampling, schedule, staffing, and pricing information. The contract is identified as a one-time purchase.
