Description
The Dutchess County Water and Wastewater Authority seeks qualifications and a price proposal from professional engineering firms for design services for the Quaker Hill–Hyde Park water distribution interconnection. The selected firm will prepare construction documents, drawings, and specifications for finished-water storage along the proposed interconnection and coordinate with a pump station being designed under a separate contract. The scope includes project management, survey, design, permitting, bidding and construction procurement support, design services during construction, and commissioning/start-up planning. Proposals must include firm qualifications and recent relevant experience, five project examples from the past five years, five project-specific references, proposed staff and project plan, and a separate sealed price proposal with payment and hourly-rate schedules. The technical proposal is evaluated on firm experience, staffing, project plan, previous performance, location, and workload with the Authority. The lead designer must be a New York-licensed Professional Engineer, and the lead estimator must hold a specified cost-estimating certification. The solicitation also specifies a 20% combined DBE contract goal and requires applicable EFC forms with the proposal.
