Description
The State of Delaware, through the Office of Management and Budget's Government Support Services, is soliciting one or more vendors to provide law-enforcement and homeland-security equipment and supplies on an as-needed basis. The market basket includes firearms such as handguns, patrol rifles, and shotguns; firearm accessories and repair parts; less-lethal weapons; leather and nylon goods; handcuffs; riot-control equipment; tactical protective equipment; and related products. Vendors may also offer additional products within the solicitation's scope. Bidders must be manufacturers or authorized dealer/distributors permitted to sell firearms to Delaware law-enforcement agencies and must possess valid federal and Delaware firearms licenses, along with documentation authorizing sale of proposed firearms in Delaware. Products must be new, unused, current-production items and meet applicable National Institute of Justice standards. The contract is a two-year statewide central contract beginning March 1, 2027, with three one-year renewal periods and possible month-to-month extension. Proposals must include technical and pricing responses, vendor information forms, a questionnaire, required licensing documentation, and business references.
