Description
The State of California, through the Department of General Services on behalf of the Department of Corrections and Rehabilitation, is seeking a lessee for approximately 353.4 acres at Wasco State Prison. Approximately 273 acres are available for farming, including the cultivation, rotation, maintenance, and harvesting of sellable fodder crops such as hay and alfalfa. The selected lessee must provide and maintain all equipment needed for agricultural operations, obtain required permits, and comply with applicable water-quality and recycled-water requirements; the State does not guarantee water availability, quality, or quantity. The proposal must include a Sustainable Land Management Plan and business plan covering farming methods, crop management, irrigation, fire-risk mitigation, weed and vegetation abatement, mosquito abatement, and maintenance of all prison open space, whether farmed, grazed, vacant, leased, or unleased. Livestock grazing may be proposed but requires an accompanying livestock management plan. The opportunity is for a negotiable lease of up to 20 years, structured as an initial five-year term with three five-year renewal options. Proposals must include specified business, legal, financial, and qualification materials, and participation requires security clearance and attendance at a mandatory walkthrough.
