Description
The USDA Agricultural Research Service requires one new 12- to 15-foot working-width no-till grain drill configured for no-till application. Required features include 7.5-inch row spacing, pull-type tractor-drawbar configuration, tractor-hydraulic controls, seed-box agitator, main seed-box capacity of at least 2 bushels per foot of working width, adjustable coulter down pressure and depth, mechanical drive, small-seed/legume seed box, acre meter, road-travel safety lighting, an English operator’s manual, compatibility with a 100-horsepower tractor, and operation using no more than two SCVs. The quotation must include firm-fixed pricing for the drill and credit for trade-in of the existing John Deere 750 no-till drill. The requirement also includes delivery, initial on-site setup and configuration, a minimum two-year manufacturer warranty with on-site support, and replacement of defective units within five business days. Vendors must provide detailed product specifications, a production and delivery timeline, and warranty/support documentation. Award is expected to be a firm-fixed-price purchase order based on lowest price technically acceptable, with acceptable or neutral past performance. The solicitation states delivery within 90 days after receipt of order, while the SF 1449 continuation sheet states 90 days after award for the drill and 120 days after award for the trade-in item.
