Description
The Point of the Mountain State Land Authority is soliciting Stage II, Part 1 proposals from firms that participated in the completed Stage I process to serve as the master developer for the entirety of the River District for-sale housing project. Respondents must propose housing products and pricing, land value, community design and innovation strategies, housing attainability, density, neighborhood character, parks and open space, revenue generation, sustainability, and an overall residential concept. The project includes approximately 50 gross residential acres and anticipates a mix of condominiums, townhomes, and single-family homes, with associated roads, parks, open space, HOA responsibilities, and related infrastructure. The required response consists of a one-page cover page, a proposed products and price points submission, a community design and innovation strategies table, and a residential summary with a conceptual site plan. The four highest-scoring Part 1 teams may be shortlisted for Part 2 interviews and presentations targeted for November 19 and/or 20, 2026. The solicitation identifies evaluation criteria of land value, innovation and design, and home price and attainability, each worth 40 points. The selected team will enter exclusive negotiations for development agreements; the contract term will be considered based on the respondent's proposed development timeline.
