Description
The North Carolina Department of Adult Correction is soliciting bids for an agency-specific term contract to provide Class A CDL training for offenders scheduled for release within 12 months. The program will begin at Wake Correctional Center and the North Carolina Correctional Institution for Women, with potential expansion statewide after the pilot. The driving school must be within 30 minutes of each applicable housing facility, transport participants to Raleigh DMV locations for permit examinations, provide transportation to and from the facilities, and provide meals meeting prison dietary policies. The contractor must provide classes of up to 10 participants, medical personnel for DOT physical examinations as needed, custodial-agent and PREA training for its staff, and employment opportunities with second-chance employers after release. Each participant must complete a four- to five-week, 160-hour course covering classroom and on-road instruction, textbooks, class materials, trucks, a driving range, and related training materials. The estimated volume is 60 to 80 participants per year across approximately eight to nine classes. Bidders must price the program per offender, with the total bid amount calculated using 80 participants.
