Description
The Federal Aviation Administration is conducting a market survey to identify firms capable of providing Upset Prevention and Recovery Training, also known as Unusual Attitude Training, for Aircraft Certification Flight Test Pilots. The anticipated requirement is a firm-fixed-price indefinite-delivery/requirements-type contract covering ground school and flight training, with student quantities assigned by the FAA. The training program must include at least eight hours of ground instruction and approximately two hours of flight instruction per pilot, including one flight in a turbine-powered aircraft and one in a piston-powered aircraft. The aircraft must be capable of or certificated for aerobatic operations, and the piston aircraft must meet the FAA high-performance aircraft definition. Contractors must provide the aircraft, instructors, facilities, training aids, fuel, maintenance-related operating costs, and backup aircraft as required. Respondents must submit a capability statement describing relevant aircraft training, prior contract experience and past performance, years in business, training geography, and their proposed approach. SBA 8(a)-certified firms must also provide their certification letter if applicable.
