Description
The State of Tennessee, Department of Children's Services, is soliciting proposals for Therapeutic Family Preservation and Reunification funding to provide Family Support In-Home Case Management Services. Services are intended to help children remain safely with their families or reunite with them, reduce the risk and duration of foster-care placement, and improve family functioning and child safety. The scope includes strengths-based assessments using FAST or CANS, family service planning, parenting and self-regulation coaching, crisis management, advocacy, linkage to community resources, participation in Child and Family Team Meetings, documentation, outcome reporting, and court testimony when subpoenaed. Respondents may propose to serve one or more of six Tennessee regions: Northeast, East, TN Valley, Mid-State, Mid-West, and West. The solicitation anticipates multiple contracts by region. Required personnel generally include bachelor's-level staff with relevant experience and qualified supervisors; providers must hold appropriate Tennessee licensure. Services must be available 24 hours a day, seven days a week, with at least 75% delivered in the home and prompt referral engagement. The technical response is limited to 125 pages, and separate technical and cost proposals are required.
