Description
Atlantic County is soliciting proposals for a Home Electronic Detention System (HEDS) case management program for youth age 17 and younger in Atlantic County, New Jersey. The program is a voluntary detention-alternative enhancement intended to reduce technical violations, detention admissions, racial disparities, and minority overrepresentation in the juvenile justice system. The selected provider must furnish two full-time case managers, each serving up to six youth and families at a time. Required services include community- and home-based family services; flexible and after-hours crisis response; daily face-to-face and/or telephone contact for approximately 90 days; risk assessments, crisis plans, goal-oriented plans, referrals, and releases of information; cognitive-behavioral skill building; transportation and other concrete supports; family empowerment groups; court and program reporting; data collection; and coordination with HEDS officers, courts, attorneys, and community organizations. Proposals must include a program summary, line-item budget and narrative, organizational history, program narrative, levels and units of service, collaboration/support information, letters of support, and specified organizational, policy, certification, insurance, and compliance materials. The funding request may not exceed $172,000, and the initial performance period is January 1, 2027, through December 31, 2027, with potential annual renewals subject to funding and approval.
