Description
East Carbon City seeks proposals from qualified providers to deliver 911 emergency medical response and ground ambulance transportation in its ambulance service area, including East Carbon, Sunnyside, and Columbia. The provider must meet Utah ground ambulance licensure requirements and provide service at the AEMT level or higher, consistent with the City's current service level. Proposals should address qualifications and licensing, medical oversight, staffing and backup coverage, ambulance resources, service area, response times, mutual aid, and continuous 911 coverage. Proposals must also describe costs to the City, patient billing practices, sustainable service plans, clinical quality assurance, patient care protocols, personnel training, and reporting of call volumes and response times. Any interfacility transport services should be described separately, including their staffing and backup arrangements and how 911 coverage will be maintained. The City will evaluate cost, care quality, access, operational reliability, staffing, qualifications, and compliance with applicable Utah requirements.
