Description
Provo City is soliciting proposals for a vendor-owned and vendor-operated shared micromobility program featuring electric bicycles and electric scooters. The selected vendor will develop, install, operate, and maintain a dockless system serving the city, including fleet deployment, designated parking solutions, charging and rebalancing, equipment inspection and repair, customer service, marketing, equity access, and community partnerships. The vendor must provide an app and local webpage, real-time and recurring data reporting, and integration capabilities using GBFS and MDS APIs. The proposal must address fleet and vehicle specifications, launch and operating plans, pricing and payment options, financial sustainability with minimal or no city funding, safety and accessibility, maintenance, data privacy, marketing, and community engagement. The initial operating term is three years with two additional one-year terms based on performance. A $100,000 irrevocable letter of credit is required as performance security. Top-rated vendors may be interviewed and asked to provide an oral presentation or equipment demonstration. The submission must include a cover letter, organizational and staffing information, fleet and system details, qualifications, relevant experience with at least three operating locations, operations and maintenance plans, financial structure, data and application information, marketing and equity plans, resumes, and a signed Vendor Statement.
