The Department of Veterans Affairs is soliciting a firm-fixed-price, indefinite-delivery/indefinite-quantity contract for non-emergent ground ambulance transportation supporting the Fayetteville VA Coastal Healthcare System, its community-based outpatient clinics, and affiliated healthcare facilities. Required services include stretcher transport, Basic Life Support (BLS), Advanced Life Support (ALS), Specialty Care Transport, and Critical Care Transport up to Tier III. The contractor must provide vehicles, qualified personnel, management, equipment, supplies, medications, reporting, and 24/7 availability, including weekends and holidays. The scope includes scheduled and urgent patient transportation, up to four simultaneous requests, vehicle and equipment readiness, patient and equipment handling, infection-control procedures, vehicle cleaning and disinfection, VetRide or VA-approved transportation software use, electronic invoicing, quality-control planning, and compliance with applicable licensing, certification, insurance, HIPAA, background-investigation, and VA security requirements. The solicitation contemplates an IDIQ contract with a $10,000 guaranteed minimum and a maximum value of $15,035,695.30, with a base period beginning April 1, 2027, and three option years. Offers must include the completed SF 1449, service pricing schedule, technical proposal, past-performance information, required licenses/certifications/insurance documentation, and offeror representations and certifications.
