Description
University Medical Center of El Paso is seeking qualifications from architectural and engineering firms to perform a Phase I assessment of an existing ambulatory surgical center on the second floor of an occupied medical office building. The work includes facility-condition assessment, document review, field verification, architectural and functional evaluation, MEP and medical-gas review, fire and life-safety assessment, accessibility and shared-infrastructure review, and evaluation against Texas Health and Human Services Commission, Centers for Medicare & Medicaid Services, Joint Commission, applicable codes, and related standards. The selected firm must identify mandatory corrections, distinguish required work from verification items and optional improvements, and recommend a minimum-intervention strategy that preserves the existing configuration where permissible. Required deliverables include regulatory and code analyses, a marked-up existing-condition plan, deficiency matrix, testing recommendations, minimum-modification concept plan, MEP and life-safety findings, conceptual cost ranges, implementation schedule, risk summary, executive presentation, and final searchable PDF and editable Excel deliverables. Phase II services—including additional investigations, regulatory submissions, design, permitting, procurement assistance, and construction administration—may be authorized separately in writing and are not guaranteed. The solicitation requires Texas-licensed architectural and engineering capabilities, healthcare and ASC experience, qualified personnel, and in-person responsiveness to the owner.
