El Paso County, Texas, is soliciting an on-call contractor to provide repairs, replacements, installations, preventive maintenance, testing, troubleshooting, and emergency call-out services for traffic signals, poles, controllers, safety-light systems, CCTV and VIVIDS camera systems, communication and power cables, cabinets, conduits, foundations, pedestrian signal equipment, message boards, and related traffic-control equipment. The scope includes labor, materials, equipment, electrical advice, traffic handling, graffiti removal, and work performed during regular hours, nights, weekends, and holidays. The contractor must maintain a 24-hour-per-day, 365-day-per-year dispatch center and respond to incidents within two hours with a plan of action or reasonable repair approach. The solicitation uses unit-price bid lines for as-needed work and requires Texas licensing for traffic-signal repairs, licensed electricians on assigned projects, two similar-service references, pricing on the provided price sheet, and the specified bid forms and supporting documentation. The contract is planned for a three-year term with two additional one-year renewal options. Performance and payment bonds, insurance certificates, and Form 1295 are required only after award; a 5% bid bond or qualifying cashier’s check is required with the bid when applicable under the stated contract-value threshold.
