Description
Dona Ana County is soliciting professional consulting services for a comprehensive feasibility study and 20-year phased master plan for a proposed 100-square-mile advanced space and defense industrial park. The scope includes spaceport hazard mapping and footprint optimization, workforce and STEM analysis, federal laboratory technology-transfer strategies, cross-border supply-chain analysis, regional airport and UAM feasibility, infrastructure and utility planning, defense and security zoning, and land-use planning. The selected consultant must also evaluate BNSF rail-spur and intermodal-terminal feasibility, hazardous and oversized freight corridors, financial and economic impacts, New Mexico incentive programs, funding opportunities, phased implementation, and global business attraction. Six principal deliverables are scheduled from months 3 through 9, with final presentations and approvals in month 10 after contract award. Proposals must include a narrative response, cost proposal, references, resumes and certifications for key personnel, and the required disclosure, debarment, and non-collusion forms.
