Description
El Paso County, Texas, seeks an independent food management service provider to operate, manage, and license space for the cafeteria in the lower level of the Enrique Moreno El Paso County Courthouse. The contractor must provide labor, food, supplies, catering, administrative supplies, a point-of-sale system, and any equipment not furnished by the County; maintain sanitary and compliant operations; perform cleaning, pest control, equipment maintenance, inspections, and waste handling; and provide uniforms, staff training, customer service, menus, and catering for County events. The proposal must address minimum qualifications, food and beverage menus, vendor-provided equipment, equipment maintenance, transition planning, marketing support, references, financial ability, reporting, and a draft standard contract. The agreement is described as a 10-year services contract with two five-year extension options, for a maximum term of 20 years, and uses a revenue-sharing model of 10% in year one, 15% in year two, and 20% from year three onward. Evaluation considers economic value, restaurant experience, menu, transition and reporting, qualifications, and references.
