Description
The City of El Paso is soliciting competitive sealed proposals for a multiple-award job order contracting program covering facilities construction, renovation, repair, and related task-order work. Contractors will price pre-priced Unit Price Book items using coefficients for standard and non-standard working hours, plus a coefficient for non-pre-priced items. Offerors must submit detailed calculations supporting their proposed coefficients; multiple offerors may be awarded contracts. The scope may include a broad range of building and heavy/highway construction trades, including electrical, plumbing, HVAC, roofing, concrete, masonry, carpentry, drywall, flooring, painting, fire sprinklers, security and communications systems, utility work, paving, and related construction activities. The contract includes prevailing-wage requirements, federal FTA and FAA provisions, domestic-preference requirements, DBE-related requirements where applicable, subcontractor and supplier disclosures, and task-order payment and performance bonding. Required proposal materials include the coefficient form, solicitation forms, Form 1295, W-9, applicable federal certifications and clauses, contractor experience references, and DBE participation documentation where applicable.
