Description
El Paso County is seeking an independent food management provider to operate, manage, and maintain the cafeteria in the lower level of the Enrique Moreno County Courthouse at 500 E. San Antonio Avenue. The contractor must provide labor, food, supplies, catering, equipment not furnished by the County, a point-of-sale system, cleaning and sanitation, pest control, equipment maintenance, licenses and permits, staffing, customer service, menus, and catering for County events. The cafeteria serves a courthouse population of approximately 950 employees, with a dining area capacity of 175 and a jury dining room capacity of 15. Standard operating hours are 7:00 a.m. to 3:00 p.m. Mountain Time, excluding County holidays. The contractor must submit a detailed proposal addressing qualifications, menus, equipment, maintenance, transition, marketing, references, financial ability, and a draft standard contract. The agreement is for an initial ten-year term with two five-year extension options, for a maximum of twenty years, and uses a revenue-sharing model of 10% in year one, 15% in year two, and 20% from year three onward. The proposal must include the County Signature Page, Letter of Transmittal, Table of Contents, complete proposal, references, safety documentation, W-9, Code of Ethics Training Affidavit or online training receipt, certifications, Conflict of Interest Questionnaire, Health Insurance Benefits Questionnaire, and other required forms and supporting documentation. Performance and payment bonds and insurance certificates are required only upon award.
