El Paso County is seeking a food-service provider to prepare, package, deliver, and serve nutritious meals for approximately 1,500 congregate participants and 2,500 home-delivered meal participants. Services include operation from a City-owned commercial kitchen, delivery to up to 20 congregate centers and homes throughout the county, congregate meal service and cleanup, home-delivery face-to-face wellness checks, route documentation, temperature monitoring, meal labeling, and maintenance of required records. The contractor must provide appropriate staff, drivers, smartphones, food-service supplies, transportation support, cleaning, menu planning, nutrition analysis, emergency meal planning, and compliance with applicable federal, state, and local nutrition and food-safety requirements. Meals must meet Older Americans Act, Dietary Reference Intake, Dietary Guidelines for Americans, and Texas Administrative Code requirements. The proposal must include pricing for congregate meals, homebound meals, and shelf-stable meals if needed; a five-week culturally appropriate sample menu; an emergency service plan; a client-complaint process; evidence of at least six years of relevant experience; financial and debarment statements; and at least three similar-service references. The initial contract term is two years with three two-year renewal options, for a maximum term of eight years.
