Description
The North Carolina Forest Service is seeking Type 1 helicopter services for wildfire suppression and related incident response during the specified mandatory availability periods. The attached addendum clarifies that the aircraft must be capable of delivering a 2,600-gallon water payload, although actual delivery may be lower under operational conditions. The manufacturer documentation and lift-payload specifications are waived; aircraft must meet the National Wildfire Coordinating Group’s Type I helicopter standard. An 800 MHz radio is not required, and radio configurations approved through the U.S. Forest Service carding process are acceptable. The agreement is call-when-needed during the mandatory availability periods. After activation, the vendor must mobilize to the designated dispatch point within 72 hours. There is no guaranteed minimum activation duration or compensation without activation; availability rates begin when the aircraft is fully operational and available for dispatch, and the state may demobilize the vendor at any time. The state is not considering multiple awards or a primary-and-alternate arrangement.
