Description
The Department of the Interior is soliciting a fully contractor-operated and maintained exclusive-use Type II medium helicopter for Government fire suppression and natural-resource missions in Yosemite National Park. The contractor must provide one compliant turbine-powered helicopter, pilots and relief crew, an on-site mechanic and relief mechanic, a fuel-servicing vehicle and driver, fuel, required aviation equipment, and a temporary office trailer. Missions may include fire suppression, fire monitoring, initial attack, prescribed fire, aerial ignition, short-haul, rappel, cargo letdown, search and rescue, law-enforcement transport and reconnaissance, and other administrative resource activities. The aircraft must meet extensive equipment, avionics, airworthiness, maintenance, safety, pilot-qualification, and operational requirements, including a minimum nine insured passenger seats, a 1,500-pound non-jettisonable payload under specified conditions, external-load and water-bucket capability, short-haul and rappelling configurations, and required FAA certificates and operating specifications. The solicitation seeks a single-award IDIQ contract with a five-year ordering period, estimated exclusive-use periods of 172 days per year, and a $15,000,000 maximum contract ceiling. Proposals must include pricing, aircraft and certification documentation, technical capability materials, safety-management-system evidence, and recent past-performance information.
