Description
The Department of the Interior is soliciting a fully contractor-operated and contractor-maintained Type III helicopter for exclusive use in support of U.S. Wildland Fire Service missions. Required missions include fire suppression, prescribed fire and aerial ignition, fire monitoring, initial attack, personnel transport, search and rescue, law-enforcement reconnaissance, and natural-resource management. The contractor must provide the aircraft, qualified pilots and relief crew, mechanics, fuel-service vehicle, fuel, maintenance, equipment, avionics, water/retardant buckets, cargo systems, communications, safety equipment, and related support. The contract is an indefinite-delivery, indefinite-quantity arrangement with five one-year ordering periods and a five-year anticipated ordering period. The solicitation requires a Type III helicopter meeting specified payload, turbine-engine, seating, airspeed, crash-resistant fuel-system, avionics, equipment, certification, and operational requirements. Quotations must include pricing, aircraft technical and certification records, performance calculations, safety-management-system documentation and questionnaire responses, and recent relevant past-performance information. The maximum contract ceiling is $5,000,000, while the first-year minimum guarantee is 120 days of daily availability.
