Description
The County of Union seeks one contractor to operate its children's shelter for youth generally ages 12–17. The program requires at least four guaranteed beds, with capacity for up to six, and round-the-clock shelter operations. The contractor is responsible for staffing and supervision, intake and records, education, meals, recreation, transportation, facility maintenance, and coordination with county and state agencies. Medical, dental, and psychological services must also be provided or arranged. The facility must meet New Jersey licensing and shelter standards and be located within approximately 45 minutes of the Union County Courthouse under normal driving conditions. The initial contract period is February 1 through December 31, 2027, with up to four 12-month extensions for 2028–2031. Proposals must include a per-diem rate and itemized budgets for each year, along with organizational and staffing information, an implementation and management plan, operating procedures, references, and the required forms and supporting materials. A $20,000 bid guarantee is required; proposals over $29,000 also require a consent of surety or a certified check for the full proposal amount.
