Description
The City seeks forensic laboratory services for evidence from homicide, assault, and sexual assault cases, including sexual assault kits and partially tested kits. Work includes screening for body fluids, swabbing for epithelial cells, DNA extraction and STR/Y-STR analysis, interpretation using STRmix when profiles meet validated criteria, and preparation of signed, court-ready reports and complete electronic case files. The provider must maintain ISO/IEC 17025 accreditation and comply with the 2025 FBI Quality Assurance Standards for Forensic DNA Testing Laboratories. The provider must also supply interpretation guidelines, support quality review, and provide expert witness testimony as needed. Testing includes up to three kit samples, with additional testing charged according to the submitted price schedule. The proposal requires a proposed solution, pricing, references, licensing and certification information, company background responses, required certifications, and any exceptions to the sample contract.
