Description
The City of Charlotte is seeking a contractor to maintain and manage the Charlotte-Mecklenburg Police Department's Alarm Ordinance Program. The scope includes intake, review, approval, denial, issuance, renewal, suspension, revocation, and reinstatement of alarm permits; customer communications and support; alarm incident recordkeeping; false-alarm notifications, invoicing, payment processing, collections, returned-check handling, and deposits; and required reporting. The contractor must provide and maintain an online Alarm Tracking and Billing system and customer portal supporting electronic applications, account management, permit renewals, online payments, payment history, reporting, and integration with CMPD's Computer-Aided Dispatch and Mecklenburg County geographic-information systems. The solution must support security, accessibility, PCI-compliant payment processing, disaster recovery, data backups, auditability, and required technology interfaces. The contractor must also provide implementation, testing, training at City facilities, maintenance, customer-service staffing, mailings, educational materials, and specified personnel cost support. The contract draft states an initial three-year term with up to two one-year renewal options.
